Bug Fixed: Fixed provisioning error for new Cloud Container app hosts (61883).

Bug Fixed: Email notifications and exception handling are not working as expected upon failure (61809, 61857). This engine fix is a pre-release and will be fully released next week (Nov 16). To opt into this fix early, contact your implementation consultant.
